Community Housing

 

Improvement Program  

 

Over the years, Trumbull County, through the Ohio Development Services Agency, has been awarded CDBG Community Housing Improvement Program (CHIP) funding for various housing assistance activities including: Private Owner Housing Rehabilitation, Private Owner Home Repairs, and Emergency Monthly Housing Assistance.                            

 

Private Owner Rehabilitation

 

The comprehensive repair and replacement of various structural components of home, both interior and exterior, determined to be deficient by our program’s inspector.  These items often include roofing, siding, windows, doors, plumbing, electrical upgrades, and lead hazard removal.

 

Principally benefits low-moderate income residents – 100% (National Objective);

Owner must live in home, have homeowners’ insurance, household meets income guidelines;

Deferred and Declining 5 year Mortgage (15% due upon sale / transfer after);

$35,000 Maximum per unit (with Lead-Based Hazard Repairs);

Three homes will be rehabbed in the Churchill Target Area;

Ranking of Eligible Applicants - if necessary.

 

Home Repair

 

This activity includes repair or replacement of defective roofs, furnaces, hot water heaters, needed electrical upgrades, water damage, as well as weatherization, insulation, water, sewer, and other utility connections.  Home repair projects usually are limited to a single or a few related and necessary repairs.  This activity is open to applicants located in the Churchill Target Area, and will be selected by ranking and need for repair as application are received until funding is expended.

 

Principally benefits low-moderate income residents – 100% (National Objective);

Owner must live in home, have homeowners’ insurance, household meets income guidelines;

Grant – Maximum of $8,000, but $5,000 threshold adds significant costs;

Ranking of Eligible Applicants.

 

Emergency Monthly Housing Assistance (EMHA)

 

This activity involves negotiations with the lenders of eligible homeowners to make a one-time payment of delinquent mortgage payments, delinquent taxes, or utility payment to prevent or halt foreclosure proceedings.  Homeowner must be able to pay the next payment due not included in the negotiated settlement of foreclosure proceedings.  This activity will be open to applicants on a county-wide basis (excluding the cities of Girard, Niles, and Warren) and will be run in conjunction with Catholic Charities.

 

Principally benefits low-moderate income residents – 100% (National Objective);

Grant - $1000 - $3000 for mortgage payments, delinquent taxes, utilities provided to prevent or stop foreclosure proceedings;

There is a 3 month limit on past due payments – credit counseling required.
